Wind average is about 15m/s with gusts to 25m/s, which exceeds the limit 
of 18m/s. 

Other notes: 

If a LOGS/qdisp.log file is present that was created by a different 
user (e.g. LBTO), then qdisp will not work in a given directory 
(e.g. /Repository or /scratch) because it can not write to the log file.
